Fragments of a Scattered Faith is the personal quest of Eder, and begins the moment you let him join your party. He can be found at #6 in Gilded Vale. He'll learn at some point during your initial conversation that you want to visit Maerwald. That in turn prompts a desire on Eder's part to see Maerwald so that he can ask him some questions about what happened to his brother, who went missing during a previous war.
He'll want to speak with you after you rest for the first time after completing The Old Watcher quest. There will be opportunities for Passionate, Diplomatic, Rational or Cruel responses early in the conversation. At some point, he'll admit that he hoped to learn about his brother's fate during the war, since he was surprised that his brother took what he initially viewed was the wrong side of the war. You then have the opportunity afterwards for a Cruel response if you're so inclined. The conversation after that turns to your own condition as a Watcher, where you'll have the opportunity to make either a Passionate or Stoic reply. The dialogue ends with Eder expressing a desire to learn about his brother through an alternative source of information, the records archive in Defiance Bay.
The Records Keeper will be at #8 on the Ducal Palace map. Progressing the quest requires obtaining his permission to view historical war records that may reveal the fate of Eder's brother. There are two ways to gain that permission.
One way is to have sufficiently positive reputation with Defiance Bay (i.e. more than 'slightly positive') such that the Keeper will grant permission with very little effort on your part.
If you do not have good enough reputation with Defiance Bay, then the alternative is to first make a Perception check of 17, followed by either a Resolve check of 17 or a Lore check of 5.
Once you get the permission, Eder will view the records and ascertain that his brother fought on the side of Readceras instead of Dyrwood, and that his brother fought in a battle at a place called Cliaban Rilag.
The Looter's Camp will be at #6 on the map of the exterior of Cliaban Rilag. They will attack no matter what you say. Dialogue options based on Diplomacy and being a Priest of Magran are available, but only affect the specifics on the conversation itself. They leave behind a Padded Armors, a Fine Arbalest, a Fine Sabre, and an Exceptional Breastplate when killed.
There will also be a patch of loose mud at the south edge of the camp that has the Readceran Standard Piece. If your main character is a Cipher, or if the Grieving Mother is in the party, you can get a psychic reading on the Piece then and there. You'll learn where Eder's brother went, but you'll gain no insight into the motivations or what words were shared with St. Waidwen.
Eder will of course demand to know what you experienced. You can lie to him with a Deceptive dialogue option, or let him know that you didn't find out what he was wanting to know, for which Benevolent and Passionate options are available. He becomes upset about the disappointment, upon which a Cruel dialogue option becomes available. The quest will conclude at that point.
If you don't have a Cipher in the party when you find a piece, the entrance to the Hadret House will be at #14 on the Brackenbury map.
Kurren will be at #4 on the map of the first floor of Hadret House. He'll be able to perform a reading on the piece, and with the same results.
