You witness a law enforcement officer shaking down a refugee. Do you right the injustice or profit from it?
A corrupt Flaming Fist Enforcer named Riggs will beat and shake down a refugee named Byzon at 2outside the Iron Throne Headquarters. You can speak to Byzon afterwards, and offer to take care of his problem with Riggs to start the Quest.
Riggs will be at 3 after having beaten Byzon. It won't take much to convince him to give you the 150gp, especially with Corwin chipping in.
You can now give the 150gp to Byzon at 2 for 300xp, or keep the gold but get no xp and leave the Quest unfinished.
