After completing the Ruins of Cilant Lis quest, you need to get across the Valewood and make your way to Gilded Vale. This is the key objective of the quest.
At #3 in Gilded Vale will be an enormous tree from which hang several dead bodies. The town magistrate named Urgeat will soon arrive at #2 and accost you. You can respond to his initial welcome with a Clever or Passionate response. You can then respond to his questions about a "Hollowborn" child with a Diplomatic reply if you so choose.
At some point during the conversation a bell tolls three times. That event signifies that Lord Raedric's wife had a child born without a soul. Speaking to Urgeat again marks the completion of the quest, and will start the next quest, Visions and Whispers.
As the conversation winds down, he will warn you to tread carefully. You can make an Aggressive reply to that if you so wish.
