This Quest becomes available after completing the Quest called A Vote of No Confidence. That Quest ends with either Director Castol or Lueva Alvari being left in charge of Company operations in the Deadfire following a misconduct hearing that was held at #4 on the map of the upper floor of the Vailian Trading Company Headquarters.
Speak to whichever one is in charge at the same place. Either will want you to destroy the Powderhouse of the Royal Deadfire Company, with instructions to speak to Flaune Elette to learn the details.
If Maia is in your party, she will leave permanently if you agree to the Company Director's request. Informing Maia that you won't blow the Powderhouse at the Company's behest will fail this Quest, and rule out the Vailian Trading Company as an ally for purposes of reaching Ukaizo.
Speak to Flaune Elette at #3 on the map of the Rooftop of
the Spire of the Soul Seers. She'll give you the Timed Explosive with instructions to place them in the vats once inside. She'll then teleport you directly to the Powderhouse.
There will plenty more Rauatains in the area, so it's up to you whether you want to kill them or sneak by them. It's probably better to kill them off, to leave you more time once you do set things to blow.
Your objective is to place the Timed Explosive in the vat at #8.
You'll have limited time to leave the Powderhouse. If it blows while you're still inside, your game will end then and there.
Kill three more Ruautaians who appear by the stairs at #6, and then go up those stairs.
You'll be at the stairs at #5 on the map of the lower floor of the Powderhouse. It's faster and safer to just kill the Ruautaians than to try and sneak out, given the limited time.
Go out the door at #4. You'll see a cutscene of the Powderhouse being blown to smithereens. The party will end up in a random encounter area called "City Streets", from which you can travel elsewhere in Neketaka.
Travel directly to the Kahanga Palace. Even if you travel to the Vailian Trading Company Headquarters, a messenger will tell you that the Director has been summoned to the palace.
You will now have an audience with all of Queen Onekaza, Hazanui Karu and the Director. Queen Onekaza will have just finished an interview with a witness who claimed that the Director hired him to set the Powderhouse to blow. The Queen then questions you. You can:
Admit that you did it yourself. The Director will be ejected from his or her position. And both the Huana and the members of the Royal Deadfire Company present in the Palace will attack you. The Vailian Trading Company won't attack, but they'll no longer be open to an alliance with you which fails this Quest. That means your only options for The Coming Storm Quest are an alliance with the Principi, or trying to reach Ukaizo alone. Pallegina will also leave the party for good, even if she wasn't present at the time but then go back to your ship.
Lie and say that you saw the Director in his or her office with the witness. Doing so causes the Director to lose his or her position. It also completes the Taking Out The Traders Quest and seals an alliance with the Huana to the exclusion of the other factions. Pallegina will also leave the party for good, even if she wasn't present at the time but then go back to your ship.
Cover for the Director, either by not saying anything throughout or saying you did see something but then backtracking.
It's the last option that seals an alliance with the Vailian Trading Company and progresses this Quest. Queen Onekaza will make it clear that you are no longer welcome among the Kahanga.
Return to the Upper Floor of the Vailing Trading Company Headquarters and report back to the Director of the Company. You'll now be rewarded with 5,000cp and 20,000+xp to complete this Quest and seal an exclusive alliance with the Vailian Trading Company. The Director indicates that an animancy device will allow you to safely reach Ukaizo through the storms of Ondra's Mortar. Quests for the other factions will fail. The Coming Storm Quest will now also be completed.
Maia will leave the party for good if you complete this Quest, even if you left her on the ship the whole time.
