  1. Here is the way back to the Diamond Quarter.

  2. Here is Vartag, who is the Dwarf to speak to if you want to side with Prince Bhelen. If you speak to him, Vartag will promise aid for the war against the Darkspawn if you assist Bhelen to the Throne. But first, you must earn Bhelen's trust. Vartag will give you the Promissory Note to Lady Dace, and the Promissory Note to Lord Helmi. Your first task will be to deliver the Notes to their respective recipients, in order to swing both noble houses against Lord Harrowmount. Lady Dace will be outside in the Diamond Quarter at #5. Lord Helmi will be in the Tapster's Tavern at #3. Note that if you take up Vartag on his offer, Dulin, Harrowmount's advisor, will be waiting for you just outside the door and start to offer his own proposition. Fight in the nearby Proving Grounds as Harrowmount's champion. As soon as you begin to help one, the other is off limits, so the choice is yours.

    If you do complete Vartag's tasks for him, speak to him again. Next up is an audience with Prince Bhelen in the nearby Royal Palace.

    Note also that Vartag can be pickpocketed for the Champion's Shield (Silverite).

    Incidentally, here is where you may also find a powerful ring called the Key to the City.

    But to find the the ring, you must first find five codex entries. They are located as follows:

    In the Hall of Heroes at #3.

    In the Orzammar Commons at #14.

    In the Proving Grounds at #9.

    In the Diamond Quarter at #1.

    Near the entrance to Aalimar's Emporium at #4 of Dust Town.

    Once you find all 5, here is where you'll find an Assembly Cache that contains the ring.

  3. AssemblyHere is the Assembly. When you try to step through for the time being, the bickering becomes so intense that Assembly Steward Bandelor ends up dismissing the Assembly until further notice. The door to the Assembly is then locked. In case you haven't figured it out already, Bandelor explains that the way to break the stalemate is to help either Prince Bhelen or Lord Harrowmount to the Throne.

    After this assembly has concluded, if you step out without reaching an agreement with Vartag, then Lord Harrowmount's second-in-command, Dulin Forendor, will be waiting for you just outside the door in the Diamond Quarter. If you take him up on his offer to prove yourself to Lord Harrowmount, he'll give you your first task. The task is to enter the Proving Grounds as Champions for Lord Harrowmount, and find out along the way why Harrowmount's usual fighters have dropped out. When you've completed this task, bring the good news to Dulin in Tapster's Tavern.
