The quest begins once you complete the Main Quest called To
Hunt a God. The first step to completing it is to make your way to
the city of Neketaka, which is at #17 on the World
Map
Once you are in the city, you will need to make your way to the Serpent's
Crown district (at #4).
The entrance to main
floor of the Kahanga Palace is at #8 on the map of Serpent's
Crown. Entering the palace will lead to an
audience with Queen Onekaza II of Huana, in an argument with
representatives of the Royal Deadfire Company and the Vailian Trading
Company. The audience itself completes the Quest.
Part of the dialogue indicates that Eothas was seen near an island
called Hasongo. That's a set up for your next quest, A
Distant Light.
