You must first complete the Overgrowth
Quest to trigger this Quest. Speak to Atsura at #8 on the lower floor of the Imperial
Command. He wants you to take out the leader of the Crookspur Slavers, Master Kua, with the ultimate aim of dismantling the slaving operation itself.
Doing this Quest in a way that is satisfactory to Atsura and the Royal Deadfire Company typically requires completing the Principi Quest called A Shrewd Proposition in a way that favors Captain Aeldys. It can also mean completing the Fruitful Alliance Quest for the Huana along the way.
A Rauatai fleet will surround you after clearing out Crookspur. Kana will be among them, and you may want to have his sister Maia as one of your companions for the sake of enriching the conversation.
Return to Atsura when you're done with all that for rewards of 12,000+ xp, 1,200cp and a major gain of positive reputation with the Royal Deadfire Company.
If you return to Atsura after completing A Shrewd Proposition in a way that favors Captain Furrante, which also means completing the Tip of the Spear Quest, and Master Kua is still alive, it will fail this Quest. One result is major loss of reputation with the Royal Deadfire Company.
That also precludes completing the Royal Deadfire Company Quest called The Final Maneuver, and being unable to ally with the Royal Deadfire Company during the Main Quest called The Coming Storm.
The way around that is to complete A Shrewd Proposition in a way that favors Captain Furrante, and the Tip of the Spear Quest, but kill Master Kua before reporting to Master Kua. You can then get fully rewarded by Atsura and keep working relations with the Royal Deadfire Company intact.
There is also another way to leave Master Kua in power in Crookspur and still leave open the possibility of allying yourself with the Royal Deadfire Company. Complete the Quest A Shrewd Proposition in a way that favors Captain Furrante, and complete the Tip of the Spear Quest for Master Kua while leaving him alive. BUT do not talk to Atsura until after you have completed the main quest called He Waits in Fire. Only speak to Atsura after that Quest is done, and only after receiving a Missive from Hazanui Kazui while sailing on the World Map. You'll still fail this Quest, and you'll still get a loss of reputation with the Royal Deadfire Company. But the Quest called The Final Maneuver will start once you've finished speaking to Atsura.
