although the upgrades here are very low-tier.

Blessings DLC, which requires a certain number of achievements to have
been unlocked prior to starting the game. They are:

is a crowd witnessing a public argument between Governor Clario and
Stormspeaker Ikawha. Witnessing the argument, and being noticed by
Clario in turn, progresses the Stranded
quest.
Here is where you can find Xoti
to join your party. The two distinctive items that she has are Xoti's
Sickle and Xoti's Lantern.
Eder will also want to speak to you
after this encounter. He'll let on that he wants to catch up with an old
flame of his. The dialogue starts his character quest, The
Lighted Path.
If you've played the games enough times, and have done certain things
in them, you'll earn Berath's Blessings achievement points. You can
spend them at the start of your next playthrough to realize certain
benefits in the course of your next game.
One option you will have is to spend five of those points to have a
merchant here named the Well-Supplied Traveler. His inventory, all
available at a 50% discount, is as follows:
A merchant named Henric will be here. He sells a wide assortment of
armor, weapons and other items. The distinctive items that he makes
available for sale are:
There will be a Fishmonger here who sells a few seafood items.
Here is Alteria. She sells a lot of food items, as well as Repair
Supplies, Medical Supplies, and Cannon Shots to facilitate the operation
