Sporelings.
Clicking on the rubble here prompts a scripted interaction. You won't
be able to remove the rubble with an unaided Might check, and worse
still any character who tries will just get an Iinjury for his or her
troubles. You can remove it with a Prybar,
but doing so will also result in an Injury. The safe way is to use a Grenade on it to blow it away.
You'll be able to access the treasure chest beyond it afterwards.

These stairs lead back up to #18 on the map of the third floor.

Here you will find a cult of Woedica led by Inquisitor Lodwyn, and
their captive Elf named Oswald, as part of the Lost
Dues in Good Faith Quest.
Should you kill Lodwyn and the rest of the cult as part of the quest,
she'll leave behind the Cowl of the
Piercing Gaze.
There is also an altar to Woedica behind where Inquisitor Lodwyn is standing. You can Rest near it to obtain the last upgrade for the Soulbound Mace called the Magistrate's Cudgel.
This door can be opened by using a lever right next to it.
