Okrun will be at #12 on the Stalwart Village map. He begins by vaguely expressing a frustration with the nearby Priests of Ondra. Cruel, Diplomatic and Rational responses are available at this point.
He's willing to explain it more with a little prompting. He gave away his medallion to the Priests, and would like it back. Cruel, Diplomatic and Passionate responses become available at that point.
The Temple of Ondra is nearby at #11. The next step is to speak to their leader, Lafda. Cruel, Diplomatic and Passionate replies are possible when she refuses to return the medallion to Okrun. There will also be responses based on having a Lore skill rank of 7, a Philosopher background, or at least two ranks in Aggressive disposition, but they only affect the specifics of the conversation and ultimately will not persuade her to return the medallion.
Leave the temple, and you will soon hear sounds that indicate that the Priests have barred the door behind you.
Now it's time to click on the east window of the Temple. That leads to a scripted interaction with the window. If you have a character with a rank of 7 in the Stealth skill, or if you have Oil in your inventory, then you can eavesdrop on their conversation. The conversation itself will vaguely hint at retrieving something from a lake.
A Priest leaves the Temple shortly thereafter and heads west.
The next step is to make your way to the lake at #24 on the Russetwood map. Once there, you will observe an acolyte of Ondra named Qexetl toss something into the lake itself.
Now you can click on the lake to commence a scripted interaction. A Perception check of 17 will reveal several objects at the bottom of the lake. Your objective is to obtain the Empty Giftbearer Chest. That can be accomplished by a character diving to the bottom and making a Constitution check of 16, or having a Wizard in the party cast Bulwark of the Elements (if the Wizard has that spell) on a character and then diving to retrieve it. Obtaining the Empty Giftbearer Chest reveals that the Priests of Ondra did not make good on their promises of gifting the items they received to their deity, but instead hoarded them for themselves.
You can use the Giftbearer Notebook during the scripted interaction with the Russetwood lake by using its three phrases in the order that they appear, "Notoc Tlocotl", "Cualla Mirna", and "Xitlac Cualla". The effect is to summon a Lagufaeth, which will then retrieve the Empty Giftbearer Chest for you. Whether or not you feed the Lagufaeth a Fish out of gratitude is up to you.
Now it's time to confront the false Priests of Ondra back in the Stalwart Village. Whether you want to speak to Okrun first or not is up to you. If you do speak to him, his initial inclination will be to join you inside the Temple when you confront the Priests. However, a Resolve check of 16 or an Intellect check of 12 can convince him to remain outside.
Once you're inside, there is more than one way to handle things:
You can insist on a deal with Lafda, letting her go in return for 6,000cp.
You can let her go without insisting on any money coming your way.
You can insist on exposing her to the villagers, which will result in her and the rest of the Priests attacking.
If you had Okrun accompany you inside the Temple, then he will start a fight between the party and the Priests.
However things shake out, you can loot the chests without any repercussions since the Priests will now be gone. The large chest in the corner will have the White Crest Armor and Okrun's Medallion. If Okrun is with the party and survived the battle against the Priests, then he will claim the Medallion for himself then and there. If he remained outside, then you will have a choice about whether to give him the Medallion or keep it for yourself.

If Okrun did not follow you inside the Temple, you now have a choice when you leave the Temple.
You can give him the Medallion, and he'll give you 1,200cp. You can increase it to 1,600cp with a Cruel dialogue options. You can even offer him the White Crest Armor, but he'll let you keep it.
