There will be a Rathun Raider here. You could kill her, with the result that the rest of the Rathun at points #3 and #9 will also be hostile.
Or you can convince her to let you pass peacefully if you have previously obtained the Torc of Bithakten from the Lair of the Ancient. That means you'll have free run of the Keep without any Rathun attacking you.
There will be numerous Rathun at these points. They will be hostile if you killed the Rathun Raider at #2, but let you pass freely if you convinced her to let you pass freely.
Here is the Shrine of Magran, guarded by the Rathun Warlord named Bathor Erkon and numerous other Rathun. Being able to use the Torc of Bithakten to reach the Foundations of the Ashen Maw, whether you get permission from the Rathun or have to slaughter them first, is the focus of the Quest called He Waits in Fire.
