  3. Here is a ladder leading up to the Balefire Tower.

  4. Here are the seats of the council of the Principi, with Captain Furrante sitting at the head. He is heavily involved with the Principi faction Quests, including Symbols of Death, A Shrewd Proposition, and Honor Among Thieves.

  5. This chest has A Letter From Director Castol in it, which is potentially relevant to the Honor Among Thieves Quest.

    It can be opened either with a Mechanics skill check of 13, or with the Oiled Iron Key if you can pickpocket it from Furrante at #4.
