Getting the next piece at a minimum requires either killing or otherwise getting rid of the Mercenaries at 32, hitting the dial at 34, opening the door at 35, and then defeating Korlasz at 36 or persuading her to submit to arrest.
That clears the path to the trapped and locked chest at 39, which has the Ornate Headpiece.
Now place the Wooden Staff and the Ornate Headpiece in the sarcophagus at 31. Do that and the spirit will vanish. Your rewards will be 3,000xp, 8 Shandon Gems, 10 Waterstar Gems and 5 Water Opals.
