Halbazzer Drinn is open for shop as always, as is a new merchant. They'll make a lot of options available for you if you can afford it. Drinn also offers a side quest.
Here is Halbazzer Drinn. His initial inclination is to oblige you to wait behind the rest of the queue before you can access his shop.
Threatening him with harm or telling him you're on an important mission from Duke Entar Silvershield will both gain access to his shop.
A third way is to ask him if you can be of assistance in any way. He'll give you the Cabinet Key and ask you to fetch some empty potion bottles for him. That starts The Sorcerous Caper Quest on the next floor.
