Here is the Tavern Keeper. How co-operative he is depends in no small degree upon whether you're willing to drop a reminder of who your crime lord patron is. If he is in a co-operative mood, he'll point out Oskias to you and promise to look the other way.
He's predictably quite nervous, since he knows what you've come to him for. He admits to having cheated Beraht, but he'll offer to cut you in and let him go. You have quite a number of options here. You can let him go, you can kill him, you can use Persuasion or Intimidation to convince him to cut in on the Lyrium Nuggets that he's trading in and then let him go, or you can convince him to cut you in and then kill him. Whether you kill him or spare him won't make much difference to Beraht, or your ability to progress past the origins story and to the main plot line.
When you're done here, head back to your house in Dust Town. You'll find Beraht and his second-in-command, Jarvia, speaking with each other. Whether Oskias was killed or spared won't make much difference to Beraht. What does matter to him is what you potentially brought back in terms of valuables. How much you get to keep of what you brought back will depend on your Persuasion ability. If your persuasion check doesn't succeed, he'll have Jarvia frisk you and she'll relieve your person of any valuables. If you do succeed, you get to keep your nuggets, and sell them.
In the meantime, Beraht will have another job for you. He wants you to fix an upcoming fight in the Proving so that he can win big by betting on the fighter the odds are given against. You are to do this by drugging the favored fighter. He'll give you a Proving Pass and a Drug to accomplish your task.
