Where she first joins: Leliana will take your side when Teryn Loghain's men confront you in the Dane's Refuge Inn in Lothering at #10. She will then become a joinable companion.
Equipment when she first joins: An Enchanted Dagger (Grey Iron), and the Seeker's Circle.
Spells and Talents when she joins: Song of Valor, Dirty Fighting, Below the Belt, Deft Hands, Improved Tools, Pinning Shot, Crippling Shot, Rapid Shot, Shattering Shot
Eighth Level: Mechanical Expertise, Distraction
Trap disarming and lock opening talents can seem like such an annoying burden in some ways. Sure, getting it can help you get xp with each chest and score booty. But devoting Talents to this gets in the way of developing your rogue so that she can handle combat situations. So I got around this by buying Leliana a Tome of Physical Technique when she was ready to take on a new trap-disarming talent. Leliana can now also throw Distraction out every once in a while to temporarily take a foe out of the battle while the party deals with the rest of the monsters. It also leads to development of the Bard tree with Captivating Song the key goal.
Ninth Level: Dual-Weapon Training
I won't have Leliana learn dual-wielding to nearly the same depth as Zevran, but enough to increase her damage output meaningfully, and also to avail herself of defensive benefits through certain runes placed on her off-hand weapon.
Tenth Level: Song of Courage
One step closer to Captivating Song, but also a useful default song when not using the Captivating Song. It also augments Leliana's prowess as a backstabber and archer considerably, as well as the fighting abilities of both Aldarion and Alistair.
Eleventh Level: Suppressing Fire
A stepping stone to Scattershot.
Twelvth Level: Captivating Song
This is a key crowd-control ability that Leliana often uses. I script Leliana so that she uses this whenever she gets surrounded by 3 or more enemies. She can then keep an entire group of foes locked down while her comrades go to work on them.
Thirteenth Level: Scatter Shot
This will be one of Leliana's key abilities. With it, she can both stun and damage a whole cluster of foes at a distance. This will also be one of the party's key weapons to get the jump on enemy mages and interrupt their spellcasting, or on rival archers.
Fourteenth Level: Summon Wolf
Some might express surprise that I further develop Leliana as a Ranger. My logic is as follows: Whenever there's just a few foes coming in close, between her, Aldarion, and Alistair, she can handle melee combat even if she doesn't get a whole pile of talents along that line. If there's a whole horde of foes that are going to close in, she's simply going to hold them in place with Captivating Song. If the enemies are at a distance, then she fires away with her bow. If anything, having an extra helper via the Ranger summoning abilities simply augments the use of her Captivating Song since there will be an additional ally chomping down on the stunned foes.
Fifteenth Level: Summon Bear
A useful ability in its own right. When Master Ranger is acquired, this summons a Great Bear, which amounts to an extra tank for free.
Sixteenth Level: Summon Spider
A stepping stone to Master Ranger.
Seventeenth Level: Master Ranger, Deadly Strike
See the above note on Summon Bear. At this point, I also bought a Tome of Physical Technique for her in Orzammar. Deadly Strike increases Armor Penetration on the next strike, so I script Leliana to use it when she's about to attack a foe with Armor rating of medium to high.
Eighteenth Level: Lethality
A wonderful passive ability that augments both her close-quarter fighting and her archery.
Nineteenth Level: Dual Weapon Finesse
Another nifty passive ability that augments Leliana's fighting prowess. This one increases her chance of landing a critical hit, as well as a chance to score continuous lacerating damage on her victims.
Twentieth Level: Melee Archer, Aim
Here I buy another Tome of Physical Technique from Bodahn while he's in Arl Eamon's Estate. Aim is an awesome ability that will double Leliana's chance to score critical hits with her bow. And yes, the doubling effect includes bonuses from her equipment. Yes, I realize its pretty late by now, but trust me, she's kicked plenty of arse by now with her bow until now, and I acquire Aim with the Archdemon in mind.
Twenty-First Level: Combat Movement
Now its a matter of tweaking her, in this case expanding her the range of angles from which she can score a backstab on a target.
