Where she first joins: Shale will become available when you acquire the proper password for her Golem Control Rod after completing the Stone Prisoner quest in the Village of Honnleath.

Equipment when she first joins: None

There's actually no need to give in-depth advice here, because she should be able to acquire all of her available talents before the end of the game. As far as what you want to acquire first, its a matter of taste. If you value immobilizing, damaging, or stunning enemies in a radius, abilities like Regenerating Burst or Earthen Grasp commend themselves. If you want to use Shale in an archer/catapult type fashion, going for Rock Barrage is one way to go. If you want to emphasize Shale's salient melee combat abilities, she also has plenty of passive talents that can be chosen early. Its really a matter of taste and style.
