    Jim Carter as Déjà Vu in Top Secret :D
    Jean-Claude Van Damme in any of his movies...except Hard Target.

    How about those terrible accents that are intentional....

    French Knights in Monty Python and the Holy Grail.
    Peter Sellers as Inspector Clouseau (Steve Martin did a very bad impression of Peter Sellers' butchering of a French accent).
    James Coco as Inspector Perrier and (again) Peter Sellers as Inspector Wang in Murder By Death.
    Yet again, Peter Sellers as the title villian in The Fiendish Plot of Doctor Fu Manchu.
    One more time... Peter Sellers as Dr Strangelove.

    Mel Gibson in Braveheart has probably got to be the worst.

    Peter Sellers as Clouseau (or Dr Strangelove or Hrundi V. Bakshi) doesn't count for me because he's spoofind the accent as opposed to actually trying to imitate it (there's the real French accent, there's bad French accents, and then there's Peter Sellers).

    George Clooney in Syriana trying to speak Arabic doesn't count either, because the problem there isn't the accent: he's simply not speaking anything that remotely resembles Arabic (which makes the guy opposite him telling him "Your arabic is quite good" even funnier)

    I saw a preview for Blood Diamond and Leonardo DiCaprio's accent (British? French?)... I don't even know wtf he's *trying* to sound like.

    The French chick in "Out Cold." It seemed as though every other scene she forgot she was French, and spoke in a 'normal' accent. Throughout the movie, this got more and more pronounced, until she finally started to phase it out in mid-conversation. By the end of the movie, the phase-out was complete. Pure 'merican, and proud.
