    The existence of Ngo probably should have served as a sign that the U.S. should have kept their nose outside of this conflict. While he was not the partner the U.S. needed or wanted in South Vietnam, there were few competent or effective alternatives (the Communists themselves said there were "no" alternatives to Ngo and they were astounded at the stupidity of the Americans), especially in the midst of the civil war and aggression from the North. It's almost impossible to say that pressuring Ngo to "reform" (he already did this, with land reform, and that didn't go well, especially because a large part of his base was composed by rich "colonial" landowners) would have really worked out, but in retrospect it seems obvious that giving the okay for him to be assassinated didn't work out for either the U.S. or South Vietnam, either.

    The US voiced active disapproval and encouraged dissent. Not without reason, from what I read on wiki. They might as well have killed him themselves.
