    I'm guessing "Plimsoll" has nothing to do with footwear.

    Edit,

    Having asked about the office, the Plimsoll line is apparently to do with cargo loading of boats i.e. it's a line on the boat which the water shouldn't go over when the boat is fully loaded.
    Alas, no idea what the L and R stand for. I would guess L was Loaded (or Lowest in the water).

    Maybe T2 can fill in for R

    I don't remember ever seeing L and R on Navy vessels (even the oilers). This is probably something to do with merchants.

    The Plimsoll Line is viewed by port authorities every time a ship enters and leaves port. It would make sense that the L and R has some legal meaning the port authorites authorities could use to ensure the Plimsoll Line is accurate (a location where the ship's characteristics could be found).

    Naval vessels wouldn't have the L and R on them since they do not come under civilian port authority control in this respect. Every merchant vessel that has a plimsoll line, also has the L and R symbol, and it is a company...

    The only company I can think of would be Lloyd's of London (I believe they insure the vast majority of ships). But that would be LL, not LR....

    You're missing a part of the name but i'll give it to you, they are Lloyd's Register Of London (I worked for them once) and the plimsoll line has the L and R next to it to show that they are properly registered and thus insured.
