What would be required for getting a workable holy symbol tattooed on a cleric? Would it just be a blessing of the inks or a continual blessing for each needle poke?

If it were my game, I'd rule blessing the ink is enough.

In my game, I'd require blessed ink, a blessed needle, and a short ceremony following a time of meditation. No more than half a day of fasting.

If the holy symbol is meant to act a spell storing, then I would also require a divine scroll, or the cost of the scroll.

I'd agree with Von'Meyer. Blessed Ink and Blessed Needle. With some sort of ritual during/after doing the tattoo.

I had a similar thing happen during one of my games; One of the characters had 'lost' her Holy Symbol, so she wanted to carve it into her palm. I said that she could so long as she found a suitable 'holy' knife to do it with. And she had to have a Cleric of her order (of at least level 10) to witness and preside over the ceremony.

After all, having your body become a living Holy Symbol shouldn't come easy.

One of the strangest characters I ever played with was one named Brother. He was a monk/paladin who wore pure white robes, a white mask, and a pair of steel gauntlets with his holy symbols on the knuckles. He worked it out with the DM to deal extra damage to undead with a punch. Little did he know that the game would put us up against a coven of vampire! That worked out really will for him, until he got bitten by a werewolf lord. It was Ole Yellar time for him after that.

I suggest checking the prestige class Tattooed Monk(Complete Warrior page 82) for information on things like holy tattoos as the class is based on tattoos.
