Here is some information I've put together from messing around in the EE. But I welcome any corrections from more experienced players.

    ---ATTACK SPEED---
1: By default, characters have one attack per round with their equipped weapon. They gain additional attacks as follows:
+1 for Shortbow, Longbow, Composite Longbow, or Throwing Dagger
    +2 for Darts
+1 for an offhand weapon. This attack is made with the offhand weapon.
+0.5 for reaching level 7 in a warrior class (anything on pages 86-95 of the EE manual)
+0.5 more for reaching level 13 in a warrior class
+0.5 for two dots of proficiency in the main hand weapon. Only warriors can do this.
+1 more for five dots of proficiency in the main hand weapon. Only single or dual class Fighters can do this with most weapons. Archers can do this with bows and crossbows.
+1 if wielding a magic weapon that grants an additional attack per round.
+2 if wielding one of the very few magic weapons that grant two additional attacks per round.
    +1 for Haste
TOTAL IS CAPPED AT 5. ANYTHING MORE THAN 5 IS WASTED
x2 Improved Haste doubles the previous total.

note: I still need to test how additional attacks from an offhand weapon work.

You only ever get one off hand attack per round so even if you have a weapon with +1 attack in your offhand it gives that bonus attack to your main hand.

Only thing I am not 100% on is with imp haste whether it is still only 1 off hand attack. I think it actually is but I am not for sure on that.
