    @ Ragusa: Glad to see that involvement or implication in terrorism is so broadly defined and is apparently a strict-liability offence which does not require intent. Mens rea is such an outdated concept, after all...

    I think the key to this issue is the responsibilisation of action. If you have awesome powers of intervention and coercion, you must be held accountable for the use of them. If you detain, strip- and body-cavity search, interrogate, humiliate and torture a person who proves to be innocent, you must be made to explain yourself or face the consequences. Yes, it's simplistic - but there is a case for such powers to be available; it just needs to be monitored very well, and very stringently.

    Of course, who'd want those jobs?
