    Sounds like the cheesy super villain from the old Spider Man cartoon. I think his name was even "The Fiddler", which sounds like a chronic masturbator, but I digress. In any event, it can't be the cartoon because that wasn't a movie. But I thought I'd share that thought with you all as you are wracking your brains.

    Almost on the right track (maybe not). The man was a hero, but not a superhero.

    Edit: At the close of every night a band would play, followed by cannons firing on the protagonists' position. After several nights of this, our hero uses his fiddle to respond to the band -- and the cannons remained silent for the evening.
