    Sorry pal, Emperor is just another type of monarch. Monarch is everyone that rules single, has some legitimacy one way or another and, as a rule but with excepcions, is supposed to be divenely sanctioned.

    Basically kings and emperors are monarchs, no matter what native name is we can always convert it to either, but sometimes sovereign princes (generally with no liege, teritorial rulership, the right to grant titles etc) count. Thus Rainier III of Monaco is a monarch too. However, the head of Clan McCarthy or prince de Rohan aren't monarchs even though they are sovereign princes. Technically even those few sovereign counts that have happened in history could be classified as monarchs.

    In Napolean's case: "The governance of the republic is committed to the Emperor" is a nice fiction of continuation. In fact, it was no longer republic but French Empire and the sentence quoted served to transfer all power to the Emperor and don't bother with the republic any more.

    As for Victoria or Wilhelm II - the titles were separate but technically they always are unless one title stands for two or more kingdoms (duchies, marches etc) in which case it's more like one title for two kingdoms (or other lordships of equal rank). So, both imperial titles, of Victoria and of Wilhelm II, were separate from basic regal ones, but were inherited in the same family (with the difference that Victoria was the first and Wilhelm II was the last Emperor of their lines) according to the same rules. But yes, you're right in stating that they're different to minor titles tied to the person of the monarch.

    Monarch is someone who rules on his own. Actually it's a Greek word:
    mon--monos(noun) = alone
    arch--archo(verb) = rule

    But this is soooooooooooooooo off topic.
