How does one assign abilities to the quickbar?

    First, just for the record, I don't like BioWare's new approach to interface, controls, combat etc.

    Second, I've found the answer. You need to go to Abilities and then when you select one you will have your quickbar replicated for you on the right-hand side of the screen, where you can drag and drop. Call me a n00b for taking so long to discover this, but it says something about the interface too.
