How do you figure out what the ranges are?
I'm looking at the spell Waves of exhaustion (page 301 PHB). Is it the "Range: 60 ft."?? Or is the "range" how far away (up to 60 ft.) you can cast it and then it cones out from there?

A cone-shaped spell shoots away from the caster in a quarter-circle (90 degrees) in the direction you choose, starting from any corner of the square currently occupied by the caster.

So unlike other types of spells like Spheres or Cylinders you do not get to choose a point of origin, the area of effect for Waves of Exhaustion will always only effect up to 60' ft away from the caster.
