    Roger the Fence has both types. There's also a vendor just left of the unnamed house (Neb's house) in the bridge area who sells a ton of potions.

    Nearly all temples sell that kind of stuff. Mrs. Craigmoon also sells good quality potions near Neb's house in Bridge District. Herbs&potions add-on mod also introduces a neat druid chick for you to buy all kind of potions, even brew new ones if you have the resources and patience!
