In Soa the best bard was scald i think.
But scald's song get replaced by improved bard
    song in ToB.
What happens to blade song? It saysit doesnt become better with levels but what would that matter in ToB?
And what happens to jester song?

You are correct; the "regular" blade (bard) song does not improve with levels. When you get the enhanced bard song, the blade (or any bard) gets a +10 to his/her AC plus 10% MR. Allies get +4 to hit, +4 to damage, -4 to AC, immune to fear, stun, & confusion, 5% MR and immunity to normal weapons.

Biggest drawback is that the bard cannot engage in melee or cast spells; all they can do is sing.

Yes it does. That HLA affects all bard kits.

    that realy sucks!!
Why in nine hells would someone pick up Jester then(only if he likes the name jester)??
Then in ToB its completely useless to have a jester kit when you can take blade and have spins.

Are you completely sure about this?
It seems to me that developers just couldnt be so dumb to do such a terrible thing.

Apparently they just couldn't think of any better Bard kits... though I think one more magic-oriented or more rogue-like would have been cool.

There's nothing that says you HAVE to take the Enhanced Bard Song if you don't want it. If you like the jester song, leave it alone. There are quite a few HLAs for rogues, though some are better than others (*cough cough spike trap cough cough*).
