Uruguay and Argentina

    I wanted to post this for some time now. I'm not sure if this is debatable here, this problem seems so far away from everything...

    Basically, the problem started when Uruguay said they were going to build two "pulp mills" (they make paper, using water from the river, and wood, of course). Or maybe when governor Busti from the Entre RĂ­os province, which borders with Uruguay, said he and his people would never allow them to be built, because of contamination (these mills use aprox. 98 million litres a day). It is being said that this issue is going to be arbitred by an international court in The Hague.
    Here there're some opinions to discuss. First, the typical attitude of a politician (Busti) who was left out of a big business. We say he asked a too high "fee" (don't know slang version in english) and that's why this mills chose Uruguay and not Argentina. It was interesting to see how his point of view changed as days passed, from very radical to a conciliatory, friendly attitude.
    Second, contamination. The owners of these mills (Botnia, finnish, and Ence, spanish) say they're not going to contaminate, because of new waste treatment processes and technologies. They're as well, working under EU norms. A study was said to be done to calculate future damage to the environment. I've read of these kind of mills in Finland and Russia, and it seems it's true they pollute air; perhaps some Finnish people can comment on this? It'd be most appreciated.
    Third, employment. At first, it's clearly they're going to use a lot of workers to build and prepare everything. Investment is calculated around 1860 million dollars. A lot, more than ever before in Urugay. Such sum of money makes one forget everything. Moral question is: are we jealous it's not happening here in Argentina? Are we angry because our neighbours to the front got a new car (or whatever)? Employment has been one of the main issues in Argentina since... always. Now it's the environment? I've read that once these mills start working, not many people will be employed (less than 20 operators).
    Third, and I'm trying not to make a bigot (sp?) attack, the mills' owners. It has been happening for more than a decade now, companies that come here seeking low taxes and cheap workers, then leaving when everything's spoiled. Companies have become stronger than goverments. A good example of a rampant laissez faire (!). Thing is, because of strangers both sides are now saying bad things about each other. It's not that I'm oversensitive, but it's sad we're treating them Uruguayans so roughly when other countries have done to us so much more harm.
    So, that's our little story. If there're any Uruguayos here (don't think so), please post a comment.
