    Useless rule, any intelligent DM would simply rule that the cat didn't do enough damage to warrent a loss of hit points.

    If my halfling sorcerer is suddenly reduced to 5 Strength due to nasty spider poison, and he makes a desperate stab at an orc (his being out of spells), he will deal 1d3-3 damage. Why would a DM rule that the sorcerer's stab deals no damage, when it says in the rulebook that he should deal at least 1 damage? It's unfair, and if you only apply it to a cat, it's a double standard.

    Rather, I would like to have seen the cat have no attacks. The DM, if anything, should play the cat correctly: it runs away (unless it's a Druid's animal companion; that's a different story).
