Otherwise known as the boots of speed. How do 2 characters, both wearing them at the same time have different movement rates. I know I'm going to get a lot of "dumb" questions and yes, I tried all and can think of nothing else

Characters have their own movement speeds as well right? Aren't those added to the boots of speed movement rate? Wouldn't that make the difference?

Boots of Speed multiply your speed by a factor of 2. If the characters' base speed is different, it's gonna be even more obvious with the boots on.

Small characters like halflings and gnomes (surprisingly not dwarves) have a lower base movement speed, so a gnome and a dwarf will move at different speeds. Being multiplied by two will make it more pronounced since the difference (based on P&P) of 20 vs 30 is only 10, while 20*2=40 and 30*2=60, a difference of 20 which should be more noticeable.
Sorry, I didn't feel like looking up the game data to know what actual numbers are used in the game if they differ from the 2nd edition PHB, and it's possible I could be remembering wrong as I haven't played tabletop in over 25 years. My group broke up in August of 1997.

By default, a half-elf Thief and a half-elf Bard should be moving at the same speed. However, there are a few other items which can affect the speed - any item granting Free Action (such as the ring Edventar's Gift, but also a couple of other items in BG2) nullifies the effect of Boots of Speed, and there are another couple of items which enhance speed. Is it possible that one of your characters has equipped some other speed-affecting item? (If not, then I've no idea why they'd move differently.)

I honestly don't recall any other speed affecting items besides haste effects like oil of speed and free action items.
Could you give a couple examples?

Well, there is the Grandmaster's Armor and the Amulet of Cheetah Speed, but those aren't even until well into ToB.
