I know these Items can be used to charm people, and stuff but do they have unlimited charges or what? Also why doesn't it say they can be used to charm in the Item description?

I am not sure as to number of charges, Infiniry Explorer shows it as 0 charges, but I have used Algernon's Cloak frequently. I only really used it early on, as mid-game most battles got quite easy. I always had charges by the time I got the Nymph Cloak anyway, which Infinity Explorer shows as 100 charges.

Because it isn't named the cloak of cheese for nothing. You can use it (at least a normal gamer) unlimited during the game.

Apeman, I meant the 65000 charges, not the unlimited
I don't have GateKeeper installed at the moment, and other tools display 0 charges if I remember correctly, which means unlimited.

Baronius is right on this. Algernon's Cloak has really ulimited charges. Not 65536. If you check it right after pickpocketing it or getting it from his corpse it will show as having 0 charges. It goes "down" to 65535 after the first use. And if you ever tried to deplete it back to 0 again you will get another free ride. It took me 7 months the first time I tried to do it. Only unlimited charges items will continue to function when they have 0 charges left.
It's not called the Infinity Engine for nothing.
