spells are grayed out?

My fighter/mage elf is at level 4/3 and has 2 memorized spells "burning hands" and "chill touch". Both are grayed out. I am not sure what's the problem?

 

You have to rest to memorize selected spells. And once you cast them, you must rest again.
Or does he wear armor? If yes, get it off. Mages, even fighter/mages, can't cast spells in armor.

How many spells available to level 3 mage? The above two spells are the only ones that he has.

A level 3 mage can cast one lvl 2 spell. You must find and learn a lvl 2 spell first though.

Wear robes instead, you can cast spells with wearing robes. Or there is elven chainmail, a very rare and random treasure, it is an armor so special and light that you can cast spells while wearing it! (though pure mages still can not wear it! Bards and multi-dual mages can!)
