    Maximum Number Of Factions: There is no hard-coded limit for the number of factions allowed in a module. There is a practical limit due to the fact that the more factions you add, the more time it will take to save the file, but it is definitely more than 10. Check out the official campaign modules for how many factions they use. It sounds like you're experiencing the problem the Toolset seems to encounter periodically on Win9x machines with regards to exhausting system resources. We are continuing to investigate ways to aliviate this issue.
