I'm thinking to do my next character as an assassin and would like some tips as to best race and star sign.

Wood Elf sniper/assassin is lots of fun. Khajiit are fantastic assassins. Illusion magic is great for assassins, though it almost makes it too easy. You can use a Frenzy spell to turn a non-hostile hostile, so they attack you and you killing them is merely self-defense and not against the law. If you want more of a challenge then go the Speechcraft route.

I have an assassin character right now and I love the sign of the lover. The 25 agility points is a huge starting bonus and my agility was 100 by level eight. Another great part is the 60 second paralyze that the Lover's Kiss does. If you have multiple enemies, you do the 'kiss' on one, drink some fatigue potions, and move onto the other one(s).

If you want to go the Marksman/sniper route, Wood Elf is definitely a good bet. If you just want to sneak and stab, Khajiit is good for that. Magic and stabbing goes to the Dark Elves, which is what I'm trying out next.

Star sign is pretty simple: Atronach. It's so horribly overbalanced that any character benefits the most from it. If you want to go a more difficult route, however...

-"The Lover" gives you an Agility boost that will help you hit more often earlier, and the paralyzing kiss can be an interesting RP factor if you play it right.

-"The Serpent" is a horrible sign (since you take a full third of the damage inflicted on your opponent), suggested only for the RP value of an innate poisoning ability for an assassin.

-"The Shadow" would be a heck of a lot better as a spell than a one-use-per-day power. As soon as you do ANYTHING (including going through a door or accidentally picking something up), invisibility is disrupted.

-"The Steed" has pretty low usage for an assassin unless you count blitzing if and when your sneaking fails.

-"The Thief" is generally only good in conjunction with full Sanctuary cheese, which makes the game utterly ridiculous anyway.
