Are there any mods which just fix things - allow things in IWD2 which are allowed in 3E?

Better yet, is there any way to make a mod to convert it into 3.5E, a far better version of the game? Almost every class is improved and 1st level level sampling greatly reduced.

Can new feats and skills be made?

Could we at least edit a 2da to give humans the skill points at first level they should have and the correct skill points for Bard etc?

A lot of stuff that deals with the rules is hard coded into the game, os no chance on that. IWD2 isn't the greatest game to try to mod to begin with.
