The reinstall probably screwed it up.
    Why did you reinstall?
Did you install ALL the patches and mods that you had before?
If not, your save might no longer be compatible because of missing resources from the old mods.
Try a new game for your new install.

Again, why did you reinstall? Something must be wrong. If you reinstalled all the patches and mods you had before, perhaps you had a problem with the order of installation. Installing mods before the official patch is a big no-no. Installing some mods like the G3 Teaks or its predecessor (ease-of-use) should be done first before other mods.

Getting the game to work on Win10 is gonna be problematic. I would suggest completely uninstalling it, cleaning up any leftovers, then reinstalling it into a dedicated folder (something like C:\Games\IcewindDale). Make sure you install any required libraries at setup, then the expansion, then game patches (expansion patches only!), then any mods you might be using. Do NOT install the game into Program Files under any conditions because it will not work. That's the primary cause of game saves and settings not working properly.

If you're using the GOG version, then all the libraries and patches already come with the game. You can check whether there's any information about running it on Win10 on their Icewind Dale Complete forums, but I'm not sure it's a supported platform. Push comes to shove, you may have to purchase enhanced edition or run the game in a virtual machine.
