    The pakistani ISI is a weird intelligence organisation. They inherited quite a lot of professionalism from the british and are considered to be one of the best in the region. The ISI was used by western services to organise Mujaheddin resistance against the russians and to smuggle arms to them.
    Eventually they have practically been leading the Taliban as a controlled Afganistan was a clear advantage for Pakistan. Every larger Taliban unit was said to have had a pakistani liaision officer.

    On US pressure they were withdrawn when the intervention in Afganistan started. However, the US didn't really trust the ISI since they were too strongly connected with the Taliban. The report of the ISI having killed the Sheik was quite probably desinformation by the ISI as it is much easier to hide someone no one is searching for - who searches for dead people?
