If you're planning to distribute the modules with the sounds, then haks are necessary really. Otherwise people will have to download a load of .wav files instead, and put them in their override folder. It's far simpler to use a hak - people will have to download the sounds either way, anyway.

I would add, though, that if you would rather have sounds included in an override (opposed to a hak), people would have the option of *not* downloading them, and still being able to play the mod.

If they're included in a hak, it (the hak) must be downloaded, or your mod won't load.

It depends what you want them for. I've not used custom sounds much, but if it's for conversations, there's a drop-down list under "Other Actions" I think it is (sorry, I'm at another computer so I can't check). Just select the sound from that list. Or if you're trying to call it from a script, there are commands such as PlaySound and PlaySoundByStrRef which are useful. The sound objects which you place can be made via a wizard, which is a similar process to the conversation one. In each case the sounds must be in your override directory.

What I don't know about is soundsets, because I've never tried it before. However, there's this tutorial here: http://nwvault.ign.com/View.php?view=Other.Detail&id=102
