Am I correct in that the treasure found in most containers is randomly assigned based off some table based on character level, and the higher the level I am, the better stuff I'll usually get? Following that idea, would it be better to have my monk complete most of the quests in chapter 1 first and leave the chests untouched until I'm a higher level, then go back and loot?

I'm pretty sure the level of the *chest* determines loot, not the player.

I'm honestly not sure if that's a sex joke or not.

Then again, it's another Saturday night and I ain't got nobody. I wish I was dealing with a different type of chests and booty.

I call all loot containers in NWN chests. Too much toolset.

I'm pretty sure it's both the level of the chest and the level of the player. For example, I recall that there was a 'boss'-type chest somewhere in the graveyard bit in chapter 2 that could give you the boots of speed, but only if the player was lvl 12 or higher. Other chests in that area wouldn't drop such good loot, so there must've been some differentiation between chests as well.

I wouldn't go that far out of my way to get better drops, though. I only know this of that particular chest because a walkthrough pointed it out and because the boots of speed speed up all those fed ex quests. Once you've had a hasted lvl 20 monk, you'll accept nothing slower.

I did this once. The loot you would get at the start of a Chapter and the loot you would get 4-5 levels later at the end of the Chapter aren't all that different. It's really not worth it, in my opinion. You may as well sell the loot and then just buy the better stuff in the next Chapter.
