Could you be a little more specific? If you mean character levels 1st and 5th, then no, this isn't normal. XP for kills is based on average party level so should be different.
If your talking about levels of a specific dungeon or something, the yes this is normal. If your party isn't changed in levels and the orcs are the same, you get the same xp.

But if you can be more specific I can give a better answer.

That's odd, since XP is based on average party level. But I guess the difference is so small and levels are so low that it doens't even matter, it's totally irrelevant. You'll start noticing it when you are higher level, around 20.

I think the game gives you experience based on your Average party level, but apart from that, It could most probably be a bug.

There's a table posted around here that is entitled mooncrate.2da. This is the look-up table that is used for determining XP (you can read it with wordpad). The table's title columns along the top and left hand sides are the average level of your party and the level of the enemy. You match them and read the XP you earned for a particular kill. I doubt if this is a bug that you are experiencing. You will notice that sometimes when you go up one level or the enemy is one higher than the previous one that the XP is sometimes the same.

Maybe, you get the same amount of exp for more than 1 level.
Example: Your average party level is 2 and you killed an orc. You get 150 exp. You still get 150 while your average is 3 or 4 but when you reach level 5 you will get 100 exp for that orc. You will keep on getting 100 exp per orc till you reach 8 and then you will end up getting 50 exp.
For low level monster kills this could be the process but this is just a guess. I don't remember exactly the above mentioned table right now but it should be something like this.
