    So how exactly do you turn this thing on?

    The page that gives the commands is rather sparse in telling what youre supposed to do. Start the game with toee.exe -<code>... do I use the command prompt? If so what command do I use to get the program to start? run? execute? start?

    I do not beleave there is a command prompt in ToEE, those codes are just for activating certain cheats. Such as removing fog and such.

    I figured it out actually...

    the command prompt is the DOS module you get in XP. you have to navigate to the ToEE folder with the cd command and then type in exactly:

    ToEE.exe -window, or -nofog

    yet another "we dont know how to make games user-friendly" screw up by troika.
