You can use both DLCTEP and Gate Keeper for that. They can be found here (GK is also available on SP, though this was easier considering you have both a DLCTEP and a SK DL link on the url I provided).

You can also use Creature Maker (which probably is the Team BG tool you're refering to). You can find Creature Maker here: http://www.clandlan.net/index.php?page=modding/bgiwd/tbgmirror

Editoral note: It is Gate Keeper, not Shadow Keeper for BG. Corrected this (like you even care :p :shake: ).

A quick note: If you have any user created mods such as Dark Side or Northern Tales, don't use Gate Keeper. GK was made before these mods and didn't take the ability to mod the game into consideration (or something along those lines). GK WILL crash your game at some point if either of those mods, and possibly others, are installed. Use Sword Coast Keeper instead. It's found here.

The one you're talking about is pretty easy to find; I'm surprised you missed it.
Games->Baldur's Gate->TeamBG Tools It's the fourth one down, called Character Control.

DLTCEP or Near Infinity are probably better to edit creatures than Gatekeeper (though if by 'creature editor' the original poster meant something to just cheat their characters with, Gatekeeper is fine).
