Are there any mods that allow bards to reach level 9 with spells? I have the mod that lets you go up to 7 but that's as far as it goes. Probably because you wouldn't need a mage if the bard COULD go to level 9 ?

That would be vastly overpowered. A bard's experience table provides for much faster leveling. A bard is better in combat than a mage, has more hitpoints, has extra abilities, and you want to make him equal in spellpower?

    Yikes, a little balance please.

You can find mods that allow for up to 8th level spells (which depending on which book of 2e AD&D was possible to get legally) but 9th is a no go-at least through up to level 40.

At level 24 you can pick 'use any item', which allows you to cast level 7-9 mage spells. I usually keep maze and a few others in my quick slot for tough fights

I would have to go check but I think a bard can cast 9th level spells with a scroll without UAI. Can't say I have tried though...

Bards can. You can even memorize level 7+ spells for the XP, you just don't get spell slots for them. Which is why I always used to give my bards Nahal's Reckless Dweomer in ToB. That way you can at least attempt to cast level 7+ spells without using scrolls. A gamble's better than nothing, and it's doesn't affect game balance as much as actually giving bards level 7+ spell progression.

I'd gladly trade half of all Bard HLAs for legitimate access to the spell.
