    IIRC thats the guy who can upgrade your horns. (not inheritet bhaal horns at that ;) ).
    Bronze horn to silver, and so on. Three upgrades i think. Summoning horns that get you berserkers.

    He tells you what you need for him to upgrade. Always gold and some gem. Greedy guy! :(

    Maheer is the one who can upgrade the horn (if you have a Diamond and Beljoril)
    The art dealer you are talking about, is useless ;)
