You can get enough scrolls with exporting/importing stuff. But if you say it's cheating, you can provide some 3-4 mages with scrolls easily, I think. And you get for free some 1st level spells, when creating character.

BTW, has anyone played with arcane heavy party?

Many players got frustrated when their mage in a 6-person party doesn't gain scrolls as fast as levels and replaced their mage with a multiclass version.

When your mages get to Lonelywood the game won't be very hard after that even for a single mage since you can buy scrolls there and on Burial Isle.

If you don't have HoW the game will be harder since you'll be lacking spells for a long time
If you have a cleric/mage in your party the game won't be hard.

A standard party of 4-6 characters of whom anyone gets mage spells shouldn't be difficult since multiclassing with mage doesn't hurt the other classes much.
