GamerGod has compared fighting styles available in Dungeons & Dragons Online. Here's a snip:

The main downside to a two-handed weapon is that it offers no defensive advantages to AC or damage reduction. They offer only minimal defense.

Typically, if you wield a two-handed weapon, you will want a high Strength to take advantage of the 50% increase in strength based. You’ll also need a fairly high Strength to qualify for the Two-Handed Fighting and Improved Two-Handed Fighting feats. You should definitely consider taking the Power Attack feat, because its bonus is doubled while using a two-handed weapon.

Currently 2-weapon fighting is broken in DDO, attacks per round wise.
A 2-handed weapon or 1handed + shield attacks about as much as 2-weapons wielded (which have the added curse of the negatives) .

One thing 2-weapon fighting needs to have is the MORE attacks which have been traded for the defence of the shield. this is PARAMOUNT for balance.
It takes a lot of feats to get proficient with 2-weapons, it is and should be difficult to master.
