It says that you need 10 + spell level. Does that mean you can't cast 9th level spells? Or do you get additional ability scores like NWN?

Every four lvls you get an additional ability score.

I generally start my spellcasters with about 15 or 16 points in their primary spellcasting stat, then add to it as they advance.

ie. 16 Charisma for a sorcerer. Since I can better place the extra points at the start into dex or con. You won't be casting 9th level spells when you start a new game - so why have 19 charisma (if a sorcerer).

I also don't feel that you need a huge score (nearing 25), since you are only missing out on minimal bonus spells.

Sylvan, you made a great point here. I really never thought about it the way you did. I simply gave the max stat because you can. Now whenever I make a new party I'll remember that and I'll make smarter characters. Thanks for your gem! ;)

    Park,

If you want a character to cast level 5 spells you need 10+5 in the related stat to be able to do so.

    Cheers.

Does INT/WIS/CHA affect how hard spell save is?

That is true, a higher stat makes resisting the spell harder too.

Indeed, higher stat raises all spell DC(difficulty class), and so does spell focus feat. That is very important for death spells(since if you want to kill something in an instant death spell has to be very difficult to resist). That is very good HoF tactic BTW.
