Since you don't know how to learn new spell's, i assume you are new to Icewind Dale.
1.) You have to be a mage, bard or a specialist mage.
2.) You learn new spells from scroll's you buy or find in the game.
3.) you right click on the scroll an you will see a option to write down the spell. Click it.

If you are a cleric or druid, then you learn new spells when you level up(not every time though).

"how do you learn new spells????"

    Dude.

That's new. I have fond memories of being that new. Especially as far as IwD is concerned.

Ditto the last guy. And pay attention to your intelligence if you're not playing on the easy difficulty. You have a much better chance of learning a spell at int 18 than int 15, and a 100% chance at int 25.
